Following the spirit and planning contents of the Approval of Guideline for Planning of the Xiongan New Area in Hebei Province (hereinafter referred to as Outline) and Overall Planning of the Xiongan New Area in Hebei Province ( * -- * ) (hereinafter referred to as Overall Planning) by the Central Committee of the Communist Party of China and the State Council, we shall construct Xiongan New Area with the world vision, international standards, Chinese characteristics and high goal, as well as high starting point planning and high standard, create “Xiongan Quality” and turn it into the national model for high-quality development. In accordance with the requirements of constructing Xiongan New Area with high starting point planning and high standard, the Solicitation of Proposals for the Urban Design of Zhaobeikou Featured Town of the Xiongan New Area in Hebei Province shall be organized to facilitate shaping its distinctive urban styles and features in the new era and creating a model of urban construction, as well as the compilation of regulatory detailed planning for the featured town, which will be open for proposals and designed to invite design institutions with related planning and landscape design experience, which shall submit the pre-qualification application document. The Sponsor will select three final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

Second, it is the designed scope of town city. From Baiyang Lake Embankment in the west, basic farmland of Zhaobeikou in the north, planned backbone road in the east, circum-Baiyang landscape road in the west and Forest Patch of Zhaobeikou in the south, its area is around 1.9 square kilometers. It has to meet the urban design depth of site plan.

All valid Design Proposals received in this solicitation for urban designs will not be returned.
应征人对应征设计成果享有署名权，经主办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计成果。
The Participants shall have the right of authorship for the corresponding Design Proposals and can display the works through the media, professional magazines, books or other forms after the permission of the Sponsor.
主办单位/项目建设单位有权在本项 (略) 市设计中使用应征设计成果，主办单位/项目建设 (略) 有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。
The Sponsor/project construction units have the right to use the Design Proposals in the planning and urban design of the project. The Sponsor/project construction units may also print, publish and display all the Design Proposals, and can display and publicize the design results through media, professional magazines, books or other forms.
主办单位/项目建设单位以及应征人均不得将应征设计成果用于本项目以外的任何项目。
The Sponsor/project construction units and the Participants shall not apply the Design Proposals to any project other than this project.
应征设计补偿金
Compensation for Designs in the Solicitation
主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币 * 万元（含税），但对于未按规定时间提交应征文件或其应征文件按规定不被接受或被取消应征资格的应征人将不支付补偿金。
The Sponsor will pay compensation amounting one million RMB (including tax) for the designs in the solicitation to Participants who have submitted the valid Response Proposals(including the Design Proposals) within the stipulated time as required by the solicitation documents, but no compensation will be paid for Participants who have failed to submit the Response Proposals at the required time or whose Response Proposals are not accepted or disqualified according to the requirements.

后续设计工作
Follow-up Design Work
获得优胜设计方案奖的应征人将被授予 (略) 市设计方案深化和规划编制的合同，合同金额控制在 * 万以内。
Participant who has won the Winning Design Proposal Award will be awarded a contract for further urban design and urban planning of the planning area, and the contract amount will be controlled within 5. * million RMB.
补偿金以人民币支付。
